Also, GST council also includes the states. elections are not won on taxation especially when less 3% actually pays tax. almost half of GST does in debt servicing and providing subsidies for reservation and the under-served. the house was crumbling on all fronts, it takes time, effort and sweat to re build it before you are able to draw benefits.
