what do you think about those people who are ambitious but they do procrastinate !?

Is time management a skill? If yes what about people who procrastinate and still deliver as expected, if no? What about people utilising Applications like notion, todoist, using planners to maximise their efficiency?

What next ? I have done my degree recently, What should I do now? Get a job by learning skills , Or Starting start up and content creations With low budget , I'm procrastinate every time Ill thing about it Anyone can help me ?
