Interesting comparison with IRCTC. Government agencies often get away with things private companies can't, for better or worse. But I'm not sure that's a model we want to follow. There's already so much distrust of big tech - imagine if people found out companies were secretly sorting them based on demographics. The backlash could be huge. Maybe the solution is better education about why certain matching algorithms can be beneficial?
