Well yes, that is possible. Amazon intension was to filter out less motivated employees to increase overall productivity. Tho there was chance they might not get jobs soon after leaving. Which might cause distress. Amazon thought it to be good. Some find this to be good approach and others didn't bcz they thought Amazon is just getting away with issues in his company by simply handy cash. I will say its debatable and subject what one see of this program. I am sure some must have gotten benefits from this and some didn't.
