I believe it’s very unfortunate how privileged are exposed to more opportunities. However, learning and gaining knowledge is not limited to privileged in my opinion. If you talk about certification to show expertise in a field, that’s a different case. But skills can be developed by anyone. But again it’s easier for the privileged class because of the exposure they get.
