Is it really necessary for a person to come from same background or have similar experience to get into a new job role which is not technical. For example if a person is looking in B2B Sales domain and is having B2C Sales experience for quite few years. What's your thought??

There's no problem at all. Always remember, when you're changing the industry or career path. You need passion, luck, decent knowledge and an obsession that an interviewer can feel while talking to you. Also, try reaching out the decision makers instead going through the recruiters.
