There are VC's specially for pre-seed too. But just less in India. The paragraph is 50-50 correct. There are many pre-seed or seed round happens in India recently oben got seed funded.

One of the best example is CRED & DUNZO. 1.Dunzo was funded in 2015 with a idea by blume venture I guess later google backed them. 2.Cred was funded in complete idea stage even pre-product stage idk investors but yea it was funded before even the product was released. Many more like Razorpay, FamPay and Meesho via YC Ather energy is funded at idea stage too ๐Ÿ‘€ there are alot if you see or search about it...
