There are VC's specially for pre-seed too. But just less in India. The paragraph is 50-50 correct. There are many pre-seed or seed round happens in India recently oben got seed funded.

Thanks for your response man! If you read, what I am saying is VC need to see traction in the idea - not just the idea. Its true even in the pre-seed stage. If will be great of you can give me one such example in India where VCs funded an idea even before the founders captures customer sentiment on it.
