is there any solutions for cab driver who cancel the ride at the very last moment without informing ??

None for now, as these drivers are registered with multiple cab aggregators also tend to simply resignup with a different vehicle once banned. Most of these cab drivers are running rented cabs where they are in partnership with the owners on % basis

then atleast they need to pay fine for cancelling the ride as customers also have some cancellation charges

They do incur some fines and then a ban but they are too used to it and they have their loop holes. Have you noticed when you book a cab, a totally different driver and car number vehicle shows up? there are too many drivers and they just switch numbers and registrations
