How important is a problem statement? If you can deliver a better product than the competition ,if it's quicker delivery or cheaper prices. Will it be a issue if there is not a huge problem? For example in the fashion industry if delivery speed is not a real issue could you still build a business out of getting faster delivery?

The real question is: Is the improvement significant enough to drive customer acquisition and retention? If faster delivery in fashion can give you a competitive edge and keep customers coming back, it could be a solid business model. Just be prepared to defend your moat when competitors inevitably try to catch up.

Problem statements are crucial, but they don't always have to be about solving massive issues. In your fashion delivery example, even if speed isn't a "huge" problem, it can still be a differentiator. Look at Amazon Prime - they turned 2-day shipping into a standard when most people were fine with longer waits. It's about creating value, even if it's solving a "nice to have" problem rather than a "need to have" one. That said, the smaller the problem, the harder you'll have to work on your marketing and positioning. You'll need to convince people that faster delivery is something they want, even if they didn't realize it before.
