If I were you, I would take namma yatri approach instead.. basically providing a basic app for ordering food where the restaurant fulfills delivery via their own driver. They will pay you set amount of platform fee daily or monthly and list on your platform for a limited diameter. This way restaurants will save over 30-40% in comissions, customers get discount as well as fresher food (since distance is lower) and you get steady income with negligible costs or overheads
