instead connect the foreigners with local students so they can earn part time you take comission out of it for ex: like an ola for passengers you create a type of it for foreigners tour finder... as locals or students always work for low and they enthusiastically explains way better than others ..

I think a fully planned holidays are good but staying around them all the time is weird, intrusive and invasive of privacy as people like to be alone most of the times with their friends/ family. Maybe you can provide guided tours and escorts for travel/ experiences for which you can charge as an add-on instead. An optional service in name of "concierge"
