There's no private sector in the Northern part of the country (Expect NCR). If you look at states like Punjab, Bihar, Rajasthan, Madhya Pradesh etc; lack of private sector might be the reason for youth especially from Northern India being obsessed with government jobs. Few might call it 'culture' but that too boils down to the above point is what I feel. That's why we see the number of civil applicants is exponentially higher in states like Bihar than in states like Tamil Nadu, Karnataka, Telangana. *No hate to anyone šŸ™šŸ»*
