I would suggest you to check into rules again and also read the message again. I had my pan card when i was 15, i had my bank account when I was in class 7th and maybe when I was in 10th i converted it into self operating account. Because sir has understanding issue which can't be corrected by others, you gotta understand yourself so I suggest you to read the message again. You haven't done, doesn't mean others shouldn't. Let them do it you can stay in your own pace or race.
