For your idea, you can find business owners who is actually have regular customers but they don't like delivery apps eat up their 33% commission. You can contact them with your services + ads + maintenance at a nominal monthly fee (website & hosting cost excluded). Acquire 10-15 customers, ask 5k/month and just start saving their time.
