Sounds like your manager is playing mind games and not taking your health seriously. When you're dealing with health issues, it’s not fair for someone to keep dragging out conversations about resigning. Your wellbeing should be the priority, and his reluctance might be a power play to keep you from leaving.

Write a mail and told him that I'm facing helth issue, doctor suggest me that if you want to live please take totally bed rest. if you will not accept my resignation. I will do FIR against you.

what's the notice period ? what's the reason for being adamant? ideally as per law no one can stop you from resigning, it's an employee responsibility to let employers know in writing about the resignation and LWD. LWD should be the basis the days mentioned in offer letter. if you have already followed the steps and fulfilled the necessary requirements then i think you should raise the grievance with state authorities. If you want to resign start with sending resignation on email, if you haven't done so and really want to resign

From my experience, when a manager won’t let you resign on your own terms, it can feel like they’re trying to guilt you into staying. It might be helpful to set a hard deadline for when you'll send your resignation email, and let him know that the decision is final regardless of further discussions.
