The best way is still to discourage cancellations. Half of the cancellation fee is paid by the first buyer who cancels, and more than half is paid by the person who receives the discount. In the end, Zomato is the one who profits rather than loses money. Yes, you can argue that the cancellation fee is not 50%, and the discounted price for cancelled orders is not 50%, but eventually things will come down to this or, at the very least, zomato will incur some loss at the cancellation part by only taking around 30% as a cancellation fee, but this will result in a small 20% profit for the end user, making it insignificant for the same user to pursue fraud but will encourage someone new to grab a big 50-60% discounted order. Also thing to discourage is the same IP address. and also prohibit cancellation after reaching the 500 m radius of the delivery point.
