I am searching for an angel investor. I just have an idea . Does investor invest on idea or they only invest if I will start something.

just having an idea isn't enough. I would suggest you to prepare a business plan with all necessary analysis (like SWOT) and surveys then try to build prototype or a MVP (Minimum Viable product) then you can take help of incubator or directly try to get funds as per your preference
