The concern is level of centralization or the participants:selected ratio 10:1 US 1000:1 India It is not a fare system, it can be mathematically proved as gambling equivalent. Running a country on the basis of Gambling isn't a good strategy. Centralization really helpful in only 1 case : Military (because of body standards + basic cognitive abilities as requirements)
