After voting there should be a judging round where someone judge the idea Properly and create a overall decision, Also what about selecting 10-15 idea's and then decide top 3 winner according to Idea development and feasibility.

why don't Medial do like this: - (for voting)
give some tokens (5~10), and use it only if he/she like the idea.
the voter needs to get some 2x tokens back if he chooses the top-3 best ideas.
