With such drastic changes the tution fees of college is going to rise as well and reducing the number of colleges will only make matters worse for people who could barely get into good institutions (by name only) because of their grades(which seem to matter more to society rather than Job corps). The ideal way to reduce number of Unemployed people is to accept a wide range of fields where a career seems lame but is actually fun. In the Pandemic, IT industry rose to the top because it simply had the option to work remotely from anywhere in the world but when more and more people started flooding the IT job sector competition has risen rapidly and because of this unemployment had also increased.
