It's true what you are saying is right. They are generally from good background but the definition of good vary a lot people to people and in country such as India where majority people are actually below middle class(most consider themselves as middle class but as per data mostly are below middle class) at the end they have to grow for which government is trying and ofc people also individually are getting awareness and knowledge to grow. it will take time but eventually non-rich or not good background family have to and will come to run the country. Also we can't force rich to have kids just bcz they can afford. It's there personal choice.
