UPI system is a layered one. First thing is aadhar i.e. identification layer. Kindly note that aadhar was introduced in 2009 and UPI was launched in 2016. So there is around 7 years time to develop the tech post you have ground ready. Aadhar like system will never be implemented in USA as they are paranoid about privacy and they will never give fingerprint and retina scan to govt.
