Same car will be driven in all areas on ordinary roads. 2. Max speed limit 150(though it is 120 officially) 3. Will be driven with regular traffic. Empty roads don't make good drivers. Just because you drive fast, you are competing against time and not promoting regional culture.

this would probably never work. there's no universe where promoting, rewarding, and incentivising reckless driving on public roads with non-participants would end well. huge liability, huge potential for disaster.
