If you want to create an app like that then first and most imporatnt of all you have to protect the sim card. How will you do that. No one can do that but , yeah there is a solution for that. It is you have to create or analyze the sensor from the phone only to take out the simIf given permission the sim slit will open and if forced to open the slot then it will automatically on the location and you can trace it. No one will be able to switched off the phone since they require the fingerprint.
