Do individuals from IIT or IIM have a higher chance of building a successful startup compared to those from Tier 3 colleges?

Networking and contacts they have at High seats make their business more strengthen and successfully, people in tire 3 collage may don't get the same level of network and connection which iit ans iim people have.
