Biased data presentation by Brut. The efforts put by current govt has made India the startup hub, got us so many unicorns (even if short term), increased our internal defense manufacturing and exports, reduced our reliability for defence on other countries (even if marginal), more and more policies to promote manufacturing. Just because China has a damned extreme level of price advantage and mass manufacturing of electronics available with them, you can't just discredit all the efforts that are being put just solely on the basis of electronics industry.
