I have already started it and made my MVP and early waitlisted users ( just a survey for POC) and I did it all for free. Now I am in a stage to buy servers, GPUs and datacenters to scale this product. For which I am seeking pre revenue funding. And I am not sure will govt give loan for a startup which is less compliant ( Infact my startup doesn't even have enough money invested to meet regulatory expenses and to get licence at FIU).

then your only option would be a least try to go through requirement of fund of funds program and it indeed made for people to start from idea stage so you can check it or bootstrap it
