Operational costs are on average 30–45% lower in smaller cities, allowing startups to stretch capital more effectively. 120+ new incubators and accelerators launched in Tier II/III cities under initiatives like Startup India Seed Fund Scheme (SISFS) and state-level missions. 40% of founders in these startups are returnees from metro cities or overseas, bringing experience and networks back home. 60% of women-led startups funded by BizDateUp in FY24–25 also originated from non-metro regions. Patent filings from startups in Tier II/III cities grew by 18% year-on-year, showing an increase in innovation and R&D. Cities like Coimbatore, Surat, Bhubaneswar, Jaipur, and Lucknow now have startup ecosystems valued at ₹500–800 crore each. Investor interest in non-metro founders is rising, with 20–25% of new VC portfolios now focused on Tier II/III opportunities.
