Small aircraft have much higher accident rates than commercial airlines. Tier 2/3 airports lack proper ATC, weather monitoring, emergency services. One major accident and this whole sector gets shut down. DGCA approval will take years, if ever. There's a reason regional aviation failed before.

Small aircrafts are surely but more dangerous, but still few airlines like Flybig and Fly91 operate from small airports. And permissions for sure takes ton of time but it's worth the wait as the growth opportunity is crazy. And btw ig that wait time can be avoided if they just buy one of those small airlines. Not sure tho.
