Nahhhhhh. Some VCs absolutely fund founders and compelling ideas at literal zero traction, especially if the vision is audacious or the team exceptional. Waiting for signals can mean missing the market window or losing out on crucial early investor feedback and network access. VCs also seek audacious potential and visionary leadership; not every groundbreaking idea starts with a waitlist.
