The MSBV actually sounds like a high-efficiency tool in a sector that hasnโ€™t changed in decades. But unless you get bureaucrats to buy in, youโ€™ll spend more energy fighting red tape than solving waste. Tech alone wonโ€™t fix systemic rot.
