This idea has been tried at least a dozen times (Cloze, Fabriq, Garden, and others), and they all struggle with the same fundamental issue: people don't want to be reminded of their relationship failures. The apps typically see good initial engagement followed by massive drop-off as users begin ignoring or resenting the notifications. The second problem is monetization - what's the business model? People won't pay subscription fees for guilt trips, and relationship data is sensitive for advertising. Before building anything, I'd strongly recommend researching why previous attempts haven't gained traction despite solving the same problem.
