As a teacher with 15 years experience, the single most impactful change would be dramatically reducing class sizes. All these fancy pedagogical theories and technology solutions mean nothing when I have 32 students with wildly different needs in one classroom. Give me 12-15 students maximum, and I could transform education without changing anything else. The fact that we keep looking for miracle curriculum changes or technology fixes while ignoring the obvious issue of class size shows we're not serious about reform. The countries with the best education systems (Finland, Singapore) all prioritize small class sizes and teacher autonomy. Everything else is a distraction.
