It's generally not easy to optimize and rank for short and mid tail keywords. So we should make our web pages out their in search engine with long tail Keywords and as we progress, the web pages will start ranking for mid and short tail Keywords.

if we gonna put long tail keywords. it will still the same competition with other websites for short tail keywords at any point in time. long tail keywords only works when any user put specific query.

I can't get your point, But Without optimizing and ranking for long tail keywords - It's going to be nearly impossible to rank into high competed keyword. And the whole point of optimizing for long tail keyword is to reach specific set of audience who are interested in the company's products and activities rather than reaching a mass set of audience mix of different interests.
