If the goal was to “protect” people from losses, then why not just teach financial literacy instead of punishing trading with taxes? Feels more like control than care.

Why don't you learn financial literacy with yourself.... Its always why govt. has to do work. Its the responsibility of citizen to make great nation. For ex - If you want to play sports then how many of your friends will reach on the playing arena in time. Just ask yourself, will you reach on time. You yourself will arrive 1/2 hr late. So it's very easy to criticize and say govt. is not doing and is not doing that. Will you teach your child financial literacy or having child and teaching literacy is also the responsibility of govt.
