Until you are building a B2B for tech companies in India building in Bengaluru is not mandatory. Similarly makes sense to build in Mumbai if you are building for banks as all major banks have HQs in Mumbai. In other cases you can build from any city. Eg. Minimalist - Jaipur, Stage - Indore. All these are successful even from tier 2-3 cities.
