very rarely, communities will be moderated by the Medial team, also Refraining users from creating their own groups and communities can remove the existence of multiple communities as not required to have multiple communities, One community per Niche and managed by the Medial Team. in case of any demand or something for new community if any, may be team can create a form where required information and after a survey if users are interested for new community say XYZ name. if user are interested and are similar minded will be approved or created. it's mine pov of how I think it will work for the better and compliant functioning.
