Honestly, idk. I tried to find their algorithm but couldn't find it. Maybe since they are a startup, thus they can pay off bad debts using their funds too, so that's how to issue cards to everyone. Maybe since their target audience is young, they would pay off their debt or it will affect their credit score. so that's why it's working.
