honestly, i don't know. Probobly the main reason is that their swapping station are very small (almost like a vending machine) and thus can be installed anywhere very easily. Also it's very easy for an user to use it, so that's why the model worked. and then they just end up investing money building these stations and thus they got the largest swapping station network
