Yeah!! That's the rule but it's not the way it happens. I hope you are from India & It's very obvious to bend the rules as per your own regulations. Example- Doctors need MBBS/BDS Certificate to set up a practice in Hospital, How many hospitals do you think were set up by Doctors? As like, There are many businesses & rules but few practice & few adjust. That's it & You are True by the way:)
