Why angel investors/VCs don't reply to the idea stage startup?

Honestly No one invests in any startup at the idea stage in the current time. Because Ideas have 0 value. So at least build MVP and test it in the market, get some traction. In the last 3 months I talked to VCs and I got this learning.
