Swiggy Minis are 3rd party stores, Swiggy only gives them easy to make websites and host within Swiggy, its more like a Wixsite and Wordpress site. Anyone who have an official business can sell items on Swiggy Minis, theres nothing illegal in it, as long as the business itself isnt illegal to conduct and needs no special license.
