not gonna work dude already a huge competitive market for rickshaws where it is difficult to earn 700 a day and you expect 1000 and you are charging 40% which is too high they would hardly agree on 25% and most of them are not interested in commission system they are interested in renting system.moreover it is going to take a huge capital to start buissness and there is no guarantee that they will be loyal and won't steal the vehicle(until you put on a tracker),thus, no bank would provide loan for starting capital
