They have reviewed your startup thoroughly but have chosen not to invest at this stage "We are thoroughly impressed with the progress you've achieved and the quality of the team you've assembled." They acknowledge and appreciate your accomplishments and the strength of your team. "However, we were unable to build conviction in the depth of the TAM in terms of the total high-intent demand available to achieve scale here." The investor is saying they are not fully convinced that the market size (TAM) for your product/service is large enough to sustain long-term growth or scalability. Specifically, they doubt there is enough high-quality, focused demand in the market to allow your business to scale significantly.
