The main problem is the restaurant doesn't care much about customers in tier 3 cities , they know that their table will be filled . Take an example : You book a table in a restaurant at tier 3 city , but there are people who are just waiting to be seated , then the restaurant management will definitely make that people to sit in your Booked table , because for 1 customer they won't make 2 or 3 customers angry !
