If the requirement is that less better go with family and friends or an angel who is interested in the idea. You will need a well rounded team, a good pitchdeck, some sort of a mockup and clear grip on the market and your idea to go to a VC. Even with that preseed will be a hard sell to a VC. Also VC funds even when committed take time with all the formalities and due diligence. Better go with some acceletors who fund pressed ideas. Goodluck!
