You don't always need a website/app to startup. One thing, that I have observed is, people focus too much in either building their website or finding a co-founder who can build a good website/app. Well, you don't have to wait until a tech platform is created, start with creating a community first. Inshorts started as a facebook group, they had an initial audience already, they just redirected them to the app Fittr started as a WhatsApp group, soon they made their own platform and went all in. BlueLearn had a discord community audience, which they shifted to their own platform once they had their tech sorted. You don't have to wait until you have your platform ready, start with building a community of people who would be interested to use your product/service and then you can monetize/redirect community members to your platform once your tech is sorted.
