In Western Universities: Due to the lower population, exams are primarily designed to include students and prioritize their interests. This makes the entire curriculum focus on "Why to Solve" because only "Why to Solve" can create interest and increase enrollments in courses. The market and research sectors both need "Why to Solve" more than "How to Solve," as "Why to Solve" generates all the value in the market.
