Every sector has a cycle so fund manager will not have flexibility to rotate the funds in other sectors despite identifying the opportunities,hence poor performance.

If you're 💯 percent into stocks or research analyst then do tactical allocation if you're retailers then wouldn't advise to time the sector or market.
